Hi,
in most countries of the Europe, new harmonization is currently being deployed. One in which "fixed infrastructure" is forbidden.

Can someone please comment on this?
I'm in process of building FRN network in my area and I'm also interested to connect one of the nodes to JOTA network. Yet so far from what I could understand, this document makes FRN illegal.

I think the document is pretty clear in that,
so I think there's not comment needed in this case.

This is only for the PMR446 usage. You are free to use other bands such as CB for your FRN node.

No, it's not exactly clear.
Depending upon implementation, FRN node may not fit under fixed infrastructure term.
One example for that might be when one station has its own net on a server. Then it's the end user who ties them together using DTMF.
Using CB on FRN is also illegal in most parts of Europe (UK included) as the license specifically restricts VOIP usage.
Not in case of PMR446 though.

The point is ECC/DEC/15(05) doesn't specify VOIP use, so "fixed infrastructure" is a very loose term and FRN use may not be excluded after all.

Well, I don't think you walk around with your FRN setup, so in that case it is a fixed infrastructure.
I also think that it's not relevant that the FRN is not constantly in use.
I think that PMR446 is not planned by the authorities to use for technical experiments.
I didn't know FRN is forbidden on CB in the UK.

Sorry, but I have to disagree again. Infrastructure is a network of linked or intertwined devices. In case of FRN this may apply. However nowhere in the document it's explained what exactly "fixed infrastructure" is.
Once each node has its own net, then it's not infrastructure as the devices are not paired and thus don't belong to any network. It's the user who dials DTMF on specific node to connect them.
It's the same logic as calling PMR446 handheld "base station" if it's used from one apartment to another and not outside.

As long as practical deployment is in question then baby monitors would prove to show much higher interference factor than any FRN (or Echolink) node.

It's not forbidden though..

Looking at other options:
- CB license specifically excludes VOIP
- LPD433 is not allowed in my country
- FRS not allowed too
- KDR444 is not yet allowed outside Norway/Sweden
- other national license exempt exclude VOIP usage
- aaaand PMR446 even if allowed would be quite limited in terms of linking due to "fixed infrastructure" term, which is nowhere explained

So, I'm out of options...
